ECFR2C Strategic Resilience Action Plan 

The ECFR2C Strategic Resilience Action Plan (SRAP) is a living document that presents a culmination of two years of work. During these foundational years, the R2C has been built from the bottom up, defined by formalized and committed partnerships that have signed a Memorandum of Understanding that acknowledges where we are as a region and develops the structure and framework for action, promoting the alignment of efforts to solve the greatest of vulnerabilities in the region together.

A significant portion of the work done by the Collaborative since its establishment has been guided by the impacts of the COVID-19 pandemic. Although slowing the progress toward building partnership, this all-around impactful event unpredictably invigorated a renewed sense of urgency for region-wide collaboration and a shared definition and mission. From this unified vision, each committee was brought together to build capacity with purpose and intention connecting the work, holistically, and providing a roadmap through the implementation of goals and strategies, which are presented in this SRAP.

The Drivers of Vulnerability

Through the R2C’s advisory committees’ work in building an understanding of the region by assessing and defining vulnerabilities within all community aspects (people, places, and prosperity/economic system), correlating and interconnected sets of indicators of vulnerable communities were identified and named “drivers of vulnerability.” Some of the most consistent correlating drivers include safe and affordable housing; safe open spaces; health care access; food access and security; access to energy and clean water; economic mobility; and safe, clean, reliable, and affordable transportation. In light of the COVID-19 pandemic, many of these drivers of vulnerability have been framed and reinforced, identifying and establishing common ground across communities and disciplines, further encouraging the need for collective and strategic action.

Advisory Committee /(AC)'s Highlighted Goals

Once an understanding was gained of the existing gaps and needs in the region, a direction for the Collaborative was established, and funding was utilized for technical advisory committees' work to build outcomes. Each committee went through a strategic foresight process (illustrated below), consisting of five (5) essential steps to develop and establish a unified work process. Through this established process, the SRAP's direction, and the work presented in the document, were formulated.

The below are selected goals established by the advisory committees derived from the aforementioned foresight process. It is important to note that as the R2C grows partnerships and funding, technology changes, and priorities arise or shift, the committee’s goals will continue to evolve.

Economic Resilience

Goal: Assess vulnerabilities of the economic system and develop strategies to adapt to shocks and stressors.

Goal: Increase investment in the region’s innovation clusters and emerging industries that encourage economic diversification.

Goal: Foster sustainable and regenerative systems that promote equitable and     inclusive prosperity.

Goal: Position and advance east central Florida as a laboratory for new economic development concepts/models using common and comparable metrics across all sectors.

Goal: Eliminate education achievement gap (including ages 0-5) and increase exposure to learning as a prerequisite for innovation among differing demographics.

Goal:  Fund increased access to quality public goods and services in transportation, housing, food access and affordability, quality childcare and digital broadband access.

Engagement & Academy Development 

Goal: Establish regional scale capacity building webinars/training that  focus on the pillars of (people) health +  equity, (places) built infrastructure + natural environment, and (prosperity) economic resilience. In addition, reducing risks, vulnerabilities and carbon emissions, and increasing sustainability efforts are an essential piece.

Equity 

Goal: Organizational- Guide and support municipalities and counties in the region to create equitable resilience policies, programs, and decision-making processes that consider local socioeconomics including inequities to ensure all can participate and prosper.

Goal: Community- Identify and assess community vulnerabilities to shocks and stressors (and  assets).

Goal: Build local awareness and regional capacity for including health, equity, and addressing the system to offer equal access to both tools and opportunity into resilience work.

Infrastructure- Green, Grey, & Blue

Goal: Implement infrastructure projects  to reduce heat island effect.

Goal: Increase acreage of conservation lands and green space.

Goal: Assess and decrease vulnerabilities to grey, green, blue infrastructure from shocks and stressors.

Goal: Increase the implementation of regionally (cross-jurisdiction significant resilient infrastructure projects.

Goal: Decrease flood impacts across the region.

Regional Greenhouse Gas Reduction 

Goal: Develop a regional greenhouse gas (GHG) emissions inventory for cities and counties throughout east central Florida and support local governments within the region with data collection, and developing their internal capacity to report their own GHG emissions inventories.

Goal: In conjunction with the regional greenhouse gas (GHG) emissions inventory, assist R2C partners/ local governments in the region with data collection and developing their internal capacity to conduct their respective GHG emissions/municipal operation inventories.

Goal: Using the regional GHG inventory results, develop a science based target, high impact actions, and strategies to reduce GHG emissions across the region.

Regional Risk & Vulnerability 

Goal: Develop an integrated regional scale risk and hazard assessment accounting for social vulnerabilities, climate sensitivities, and  future  conditions based on scientific data. (social vulnerabilities + risk analysis + historical hazard occurrence/future conditions) *must satisfy  multiple federal level risk assessment requirements and could include natural and human made.

Goal: Develop a regional list of mitigation projects emphasizing alignment,  interactions and strategies.

Goal: Assess available land use tools and integrate land use solutions to mitigate identified risks.
