Low-Impact Development Resources

The East Central Florida Regional Planning Council (ECFRPC), in collaboration with the University of Florida IFAS and Volusia County, is excited to share materials developed to help local governments incorporate Low Impact Development (LID) best management practices and incentives into local ordinances to facilitate LID in site planning and stormwater management. As our region strives for sustainable development practices, it is essential to prioritize low-impact strategies to mitigate flooding and improve water quality while accommodating the needs of our growing communities.

In 2022, The City of Titusville was awarded grant funding from the Florida Department of Environmental Protection, Florida Coastal Management Program to conduct a Resiliency Stewardship Outreach and Education Program. The City then partnered with the East Central Regional Planning Council and UF IFAS Brevard Extension to provide year-long engagement with the community through online and in-person events and opportunities. The City of Titusville Open House on Resiliency Stewardship (linked above) provided residents and local stakeholders the opportunity to hear from local leaders, engage with city staff, and develop a deep understanding of local resiliency efforts.

Coordinating local housing plans and policies with community resilience and hazard mitigation plans is a must. Planners play a key role in bringing departments together to conduct these review processes. To assist local governments with achieving housing and resilience integration, the East Central Florida Regional Planning Council (ECFRPC) and the Florida Housing Coalition (FHC) developed new tools for the ECFRPC’s Housing Asset and Resilient Policy (HARP) project using funding from FDEP. The FHC and ECFRPC worked with Orange County to test and implement the new Housing Resilience Policy Audit Checklist tool. This webinar, filmed on April 18, 2023, will help viewers gain an overview of the HARP project, including several helpful planning and risk assessment tools, and learn how you can conduct a review of your plans and policy framework through a “housing resilience” lens. You will also hear from Orange County about their experience completing the Checklist and benefits to their programs and plans. Attendees will walk away with a better understanding of what local housing and planning agencies around Florida are doing to mitigate and respond to housing needs before and after disasters and identify strategies for strengthening your plans and home mitigation programs that support low- and moderate-income residents.
