Comprehensive Plans


Every local government in the state is required to have a comprehensive plan to guide future growth and development. Local governments are able to propose changes to the plan by submitting small and large scale plan amendments. In general, small scale amendments apply to less than ten acres and do not involve text changes to the plan. Local governments are permitted to transmit two large scale comprehensive plan amendments each year. These amendments undergo a more thorough review process than small scale amendments.
 
One of the Regional Planning Council’s statutory responsibilities is the review of comprehensive plans and plan amendments. This includes:
 
  • Review of plans and plan amendments for consistency with the agency’s Strategic Regional Policy Plan
  • Review of plans and plan amendments for extra-jurisdictional impacts with the comprehensive plans of affected local governments
  • Review and recommendations on the necessity of review by the Department of Community Affairs, pursuant to Section 163.3184(6)(a), Florida Statutes
